Jolene Foss to lead St. Cloud Downtown Council

ST CLOUD TIMES — Jolene Foss will take over as the new executive director of the Downtown Council and the Downtown Alliance Foundation.

Foss graduated from the St. Cloud State University’s Planning and Community Development program.
