St. Cloud Times – Minnesota Gov. Mark Dayton Wednesday proposed borrowing $1.5 billion to fund an aggressive state construction program that would far exceed spending he and Republican legislative leaders previously agreed to.
Among his proposals are nearly $12.4 million to re-purpose St. Cloud State’s Eastman Hall and nearly $1.3 million to repair St. Cloud State buildings and replace infrastructure – the so-called HEAPR funding.
