Committee begins development of new SCSU strategic plan

St. Cloud State University has begun a new planning process to identify the institution’s strategic direction for the next three years. 

The Strategic Planning Committee, composed of faculty, staff, students and administrators, will develop a strategic plan recommendation to SCSU President Dr. Gregory Tomso this spring.  

The committee will focus on several key strategic issues, including enrollment and retention rates, equity gaps, financial instability, campus culture and community relationships. 

Final approval of the strategic direction will be made by Tomso in partnership with Scott Olson, chancellor of Minnesota State Colleges and Universities. 

“SCSU’s ability to provide a transformational, high-quality education that also strengthens the region’s economy is critical to the University’s mission,” Tomso said. “Fulfilling this responsibility in a rapidly changing higher education landscape requires clarity of purpose and a disciplined focus. This Committee will give directions to where we focus our energy and resources to ensure institutional stability and success.” 

Dr. Michele Mumm, associate provost for institutional effectiveness and academic quality, will co-chair the Strategic Planning Committee with Biology Professor Dr. Matt Julius.  

“This is a moment for us to step back, reflect and make intentional choices about where we want to go as a university,” Mumm said. “By grounding our planning in evidence and broad campus engagement, we can chart a path that is both ambitious and achievable.” 

Informed by data and input from the campus community, the Committee will develop strategic goals and corresponding key performance indicators (KPIs) to assess the university’s progress and overall success.

“In addition to providing a roadmap for success, the strategic plan will also help ensure accountability to our campus and our community,” Tomso added. “The KPIs will allow everyone to see the progress we are making toward our goals.” 

The Committee will make their recommendation to Tomso in May, while the approved three-year strategic plan will be implemented at the start of FY2027.
